  Creates a new StreamEventAggregator instance.

  Parameters:

  scope - Coroutine scope for the collector and dispatcher coroutines.

  policy - Aggregation policy defining type extraction, deserialization, and tuning (thresholds, windows, queue capacity).

  inboxCapacity - Capacity of the raw event inbox channel.

  logger - Optional tagged logger for diagnostics.
